It turns out, the soldiers were at a peace mission exercise in Russia handled by the Shanghai Cooperation Organisation (SCO). This is the first time the two countries have performed anti-terror drills together so, yeah, we can say that this is a pretty big deal for all countries involved.
And it looks like they took a break to blow off some steam.
